The Military Critical Technologies List (MCTL) is located here. The public version of two sets of lists are linked: the MCTL and the Developing Science and Technologies List. The function of these lists is given in the MCTL itself, Preface Section D: "The MCTL is not an export control list. It is DoD’s recommendation for what should be controlled. When goods are identified as being militarily critical, the technology for the development or production is also recommended for control. The document is to be sufficiently specific for evaluating potential technology transfers and has been used for reviewing technical reports and scientific papers for public release."
