Unless otherwise stated:
(a) HSAR changes apply to solicitations issued on or after the effective date of the change;
(b) Contracting officers may, at their discretion, amend solicitations issued before the effective date to include HSAR changes, provided award of the resulting contract(s) will occur on or after the effective date; and
(c) Contracting officers may, at their discretion, may use the changes clause or other suitable authority to modify existing contracts to include HSAR changes.
