(a) Defense Procurement and Acquisition policy (DPAP) Peer Reviews.
(1) The Peer Review Program has two levels. The first is the DPAP level and the second is the Agency level. DPAP Peer reviews are required for pre and post-award actions as follows - all acquisitions for supplies and/or services valued at $1 Billion and greater (including options and surge) and all contracts for services valued at $1 Billion and greater (including options and surge). See mandatory procedures for DPAP Peer Reviews at DLAD PGI 1.170.
(2) DPAP Rolling Forecast requirement. In order to plan for Peer Reviews at the DPAP
levell each activity shall provide information regarding acquisitions that meet the $1 Billion threshold. The DLAD prescribed format, found in DLAD PGI subsection 1.170 (a)(2), is mandato~ and shall be used to provide this information to J-73 by the 1Su of september, December, March, and June eve~ year. The report will be updated eve~ quarter - add a new quarter to and delete the oldest quarter from the forecast each period so it always forecasts a year out.
