Contracting officers must---
(a)(90) If the price cannot be determined fair and reasonable, spot buys may be used as a last resort to maintain customer support.
(a)(91) Develop and assure conduct of a systematic repetitive review process with the Supply Chain Cost and Price Analysis Office to assure that “one pass pricing” and similar arrangements
with contractors (that are relied upon to support determinations that prices are fair and reasonable) will be revalidated periodically within a reasonable period of time so that these arrangements can still be used for purposes of determining item prices fair and reasonable on long term contracts.
