(a) Pursuant to AFMCI 21-112, Repair of Aircraft Engine Critical Parts, repair qualification requirements or a QR waiver are/is mandatory for the contract repair of aircraft engine critical parts.
(b) For Other Contracting, the Head of the Procuring Activity’s authority to approve a determination that it is unreasonable to specify the standards for which a prospective offeror (or its product) must satisfy and waive the requirements of FAR 9.202(a)(1) through (4) is delegable to a level no lower than the SCCO. Approved QR Waivers must accompany the purchase request and be made part of the contract file.
