(h) The Government-Contractor Relationship Guide (GCR Guide) is a compilation of ethics and acquisition issues related to the presence of contractors in the Federal workplace. The focus of the guide is to provide government employees with an understanding of existing rules and how they apply to various situations that may arise within the government-contractor relationship.
